Conduent State & Local Solutions, Inc. (“Conduent”) Data Breach – Investigated by Federman & Sherwood
Oklahoma City, Oklahoma (November 20, 2025) – The law firm of Federman & Sherwood announces an investigation into a significant data incident involving Conduent State & Local Solutions, Inc. (“Conduent”), a government contractor that provides services to the South Carolina State Disbursement Unit (SC-SDU). Conduent recently mailed data breach notifications to impacted individuals after concluding an extensive review of compromised files.
According to the notice, Conduent discovered on January 13, 2025 that it had been the victim of a cybersecurity incident affecting a portion of its network. A forensic investigation determined that an unauthorized third party had access to Conduent’s systems between October 21, 2024, and January 13, 2025, during which the intruder obtained files associated with SC-SDU.
Due to the complexity of the affected data, Conduent worked with internal and external data-review specialists to conduct a detailed analysis. The company issued notification letters only after determining that an individual’s personal information was present in the compromised files.
According to the letter, the exposed information includes full names and other personal data elements. Conduent states that it currently has no evidence of actual or attempted misuse of the impacted information.
Although Conduent is not offering complimentary credit monitoring services, it instructs individuals to review their credit reports, consider fraud alerts or security freezes, and remain vigilant against potential identity theft.
Federman & Sherwood is investigating whether Conduent implemented reasonable security measures to safeguard sensitive state-managed data and whether affected individuals may be entitled to compensation or legal remedies due to the prolonged unauthorized access period.

- Other sensitive information
