National Center for Construction Education and Research (NCCER) Data Breach – Investigated by Federman & Sherwood

May 26, 2026 – Federman & Sherwood, a national consumer protection law firm, is investigating the NCCER data breach, a cybersecurity incident involving unauthorized access to sensitive personal information that was reported to the Attorney General of Maine.

According to the notice, the National Center for Construction Education and Research (“NCCER”), a nonprofit organization that provides training and credentials for construction trades, became aware of unauthorized activity on its network on or about March 21, 2025. NCCER reportedly took its systems offline and engaged cybersecurity specialists to investigate the incident.

The investigation determined that files were exfiltrated from NCCER’s network by a threat group identified as Quilin. NCCER later conducted a detailed review process to determine what information was involved and identify affected individuals.

Cybersecurity incidents involving workforce training and credentialing organizations are particularly concerning because they may expose sensitive personal information that can be used for identity theft and fraud.

Federman & Sherwood is actively investigating whether NCCER implemented reasonable cybersecurity safeguards and whether this data security incident could have been prevented. The firm is also evaluating potential legal claims on behalf of individuals affected by the NCCER data breach.

NCCER reported that it implemented remediation measures, reset passwords, and is offering affected individuals twelve (12) months of complimentary credit monitoring and identity protection services through Cyberscout, a TransUnion company.

Consumers who received a notice regarding the NCCER data breach or who believe their personal information may have been compromised are encouraged to monitor their financial accounts and credit reports for suspicious activity.

The potentially compromised information may include:

  • Names
  • Social Security numbers
  • Other sensitive information
