Thomas Davies, DPM Data Breach – Investigated by Federman & Sherwood
Oklahoma City, Oklahoma (November 20, 2025) – he law firm of Federman & Sherwood announces an investigation into a significant data breach involving Thomas Davies, DPM, a New York–based healthcare provider, following a public notification filed with the U.S. Department of Health & Human Services’ Office for Civil Rights (HHS-OCR).
According to the HHS breach report, Thomas Davies, DPM reported a major cybersecurity breach classified as a Hacking/IT Incident that impacted an electronic medical record (EMR) system and affected 14,581 individuals. The incident was submitted to HHS on September 29, 2025. Because EMR systems typically store the most sensitive categories of patient data, this event raises serious concerns about the exposure of confidential medical and personal information. Electronic medical records generally include patient names, dates of birth, treatment information, diagnostic records, insurance information, and other sensitive protected health information. Breaches of this nature put patients at risk of medical identity theft, the misuse of insurance benefits, unauthorized disclosure of confidential health details, and other forms of identity-related fraud.
Federman & Sherwood is investigating whether Thomas Davies, DPM complied with applicable HIPAA requirements, implemented reasonable and appropriate cybersecurity safeguards, and maintained necessary technical and administrative protections to secure patient information. The firm is also examining whether the breach resulted from preventable vulnerabilities and what rights may be available to those affected, including potential compensation, reimbursement for out-of-pocket expenses, or other remedies available under federal or state privacy laws.
The compromised information may have included:
- Full name
- Social Security number
